On the afternoon of January 15th, Chen Jining, the secretary of Shanghai Municipal Party Committee, participated in the discussion group meeting of the Pudong New Area delegation of the Shanghai Municipal People’s Congress for the third session of the 16th National People’s Congress to review the government work report.
For two and a half hours, 18 representatives from different industries and fields actively spoke about topics including the construction of Shanghai’s “five centers,” the acceleration of Pudong’s leading area development, and innovative practices in grassroots governance, offering suggestions for Shanghai’s development.
As a pioneer in reform, we should promote institutional innovation from nurseries to forests. This year’s government work report shows that Pudong’s leading area development is accelerating, with the comprehensive reform pilot work in Pudong being carried out in depth over the past year, and 157 reform tasks being promoted in an orderly manner. The construction of free trade pilot zones and Lingang New Area continues to be deepened, and the “80-clause” general plan for high-level institutional opening-up has been basically completed.
“Next, Pudong will fully accelerate the implementation of the second phase institutional opening-up plan and the second batch of authorized task lists, and promote the construction of two major platforms, namely the Silk Road e-commerce cooperation pilot zone and the东方枢纽国际商务合作区,” said Wu Jincheng, deputy to the city people’s congress and secretary of the party committee and district mayor of Pudong New Area. Wan Rong, deputy to the city people’s congress and president of Shanghai Ocean University believed that there is a mismatch between some universities’ professional settings and industrial trends as well as talent cultivation modes and industrial demands. He proposed that education departments should enhance the planning for adjusting majors in universities, increase policy support, promote reform in universities, and promote industry-education integration through measures such as building university-enterprise joint laboratories.
