Notice on Prevention and Control of Key Infectious Diseases Including COVID-19 before and after the 2025 Spring Festival

Dear colleagues from all provinces, autonomous regions, municipalities and Xinjiang Production and Construction Corps, as well as the leading group and command department of the joint prevention and control mechanism at the central level and the various member units of the national joint prevention and control mechanism:

In order to implement the decisions and policies of the Party Central Committee and the State Council, and in accordance with the requirements of the Central Office of the Party Central Committee and the General Office of the State Council on the work related to the New Year’s Day and Spring Festival in 2025, we hereby issue the following notice on prevention and control of key infectious diseases including COVID-19 before and after the Spring Festival in 2025.

I. Attention should be paid to the prevention and control of infectious diseases before and after the Spring Festival
At present, China is in the winter-spring epidemic season of acute respiratory diseases, but the overall epidemic intensity is lower than that of the last winter-spring season. Influenza has entered its peak epidemic period, which may remain at a high level in a short time; other respiratory diseases caused by pathogens such as COVID-19, Mycoplasma pneumonia, human metapneumovirus, respiratory syncytial virus are at a low level of prevalence, but there are still certain degrees of prevalence in different regions and specific groups. It is expected that multiple acute respiratory diseases may continue to coexist for some time. Norovirus infection is still in its epidemic season, and outbreaks of infectious diseases such as foodborne illness have occurred in educational institutions, kindergartens, catering places, etc. During the Spring Festival holiday, cross-border and cross-regional mobility and gathering activities will increase significantly, which may further increase the risk of transmission and spread of epidemics, as well as the risk of importation of diseases such as monkeypox, Dengue fever and malaria. All localities and departments should unite their thinking and raise their awareness to attach great importance to the prevention and control of key infectious diseases such as COVID-19 before and after the Spring Festival. We must adhere to bottom-up thinking, give full play to the role of joint prevention and control mechanisms, implement various policies and measures for prevention and treatment in place from the perspective of ensuring people’s health interests and maintaining social harmony and stability, so as to ensure that the situation of infectious disease epidemic in China is generally stable and people can celebrate the Spring Festival in peace and happiness.

II. Strengthening collaborative linkage between departments and port epidemic prevention and control
All localities should fully leverage the joint prevention and control mechanisms established during the fight against COVID-19, further establish and improve departmental consultation and coordination mechanisms, strengthen information sharing. When new emerging infectious diseases are found in China, it is necessary to strengthen epidemiological investigations to find out infection sources, strengthen close contacts tracing, investigation, investigation, to strictly prevent spread of epidemic situation. We should implement health quarantine measures such as body temperature monitoring for incoming travelers according to the requirements of quarantine infectious diseases and monitoring infectious diseases catalogue on a “one country one policy”, “one disease one policy” and “one port one policy” basis. We should also conduct nucleic acid testing for COVID-19 on incoming travelers, take corresponding preventive measures at ports for those with abnormal findings during inspection, and encourage travelers with symptoms such as fever, cough, diarrhea or rash to actively declare their health status according to law.

III. Enhancing epidemic monitoring, early warning and risk assessment
All localities should pay close attention to the global epidemic situation, strengthen monitoring of virus variations including COVID-19 and monkeypox, keep a close eye on changes in transmission pathways, transmission capacity and pathogenic effects of new variants inside and outside China. Dynamic risk assessments should be carried out regularly to discover abnormalities promptly and take preventive measures. We should promote the application of intelligent monitoring and early warning system for infectious diseases throughout the region. The first-aid responsibility system should be implemented well for infectious disease monitoring and reporting. We will strengthen genome sequence detection for cases with unknown infection sources in key areas, aimers at clearing virus types to achieve thorough testing wherever possible as well as reporting after testing immediately. We will also carry out sentinel monitoring for acute respiratory diseases to carry out “multiple disease co-monitoring with one sample multiple tests”, strengthen comprehensive analysis of multi-source monitoring data to timely analyze trends in transmission, disease spectrum changes as well as supply and demand situation of outpatient service. This will help prepare in advance for reasonable allocation of treatment resources by providing scientific basis through reasonable predictions on regional differences in disease spectrum features and development trends among different regions or groups in a timely manner.
