Feature film: The son of a former Guizhou provincial hall director who fell did not invest money or effort, yet made a profit of 70 million yuan from selling shop.

On the evening of January 17th, the second episode of the anti-corruption documentary “Depth Promotion – Guizhou’s Rectifying Style and Combating Corruption” co-produced by the Guizhou Provincial Commission for Discipline Inspection and Supervision and Guizhou Radio and Television Station was broadcast on Guizhou TV Channel. The episode was named “Focusing on Key Fields”.

The documentary mentioned that the natural resource department fulfills the duties as the owner of natural resources such as land, minerals, forests, grasslands, and wetlands. It has administrative approval powers for land use and mining rights setting, as well as administrative enforcement powers for illegal possession and use of land and illegal mining of mineral resources. It is an industry with relatively concentrated power and dense project funds, with large rent-seeking space and high risks of being “猎獲d by predators”.

The documentary featured the investigation of Zhou Wen, the current Party Secretary and Director of Guizhou Provincial Natural Resources Department. Less than two weeks after the investigation of Zhu Likun, the former Party Secretary and Director of the Provincial Land and Resources Department, as well as Zhou Congqi (the former Deputy Director of the Provincial Land and Resources Department) and Wu Yueping (the former Deputy Director of the Provincial Natural Resources Department) who were investigated earlier, since the beginning of the 20th National Congress of the Party, a total of 15 officials at the departmental level, 56 officials at the division level, and 1239 officials at the departmental level and below have been investigated by disciplinary inspection and supervision organs across the province, forming a strong deterrence. Analysis of these cases reveals that natural resource system corruption problems involve multiple levels of officials who violate discipline and laws, cover multiple fields such as land and minerals, and span multiple processes including approval, trading, and production.

The documentary mentioned that Zhu Likun and Zhou Wen, as the two successive “top officials” of Guizhou’s natural resource system, are both typical examples of “taking advantage of resources to make profits”. Zhou Wen mainly relies on minerals to make profits by providing assistance to illegal businessmen in coal mine integration, coal mine expansion, and mine area governance projects, while accepting huge bribes. Zhu Likun mainly relies on land to make profits.

“My job-related crimes all occurred during my tenure as the director of Guizhou Provincial Land and Resources Department, causing very bad influence,” said Zhu Likun, the former Party Secretary and Director of Guizhou Provincial Land and Resources Department.

The documentary mentioned that Zhu Likun served as the Party Secretary and Director of Guizhou Provincial Land and Resources Department for nearly 10 years, and during his corruption process, he mainly used his power to help related companies and individuals obtain construction land indicators in the field of land resources. This was most clearly reflected in one incident where he received the largest amount of bribe. In 2010, a company undertook a large real estate project in Guizhou. After the project started, the project leader Mr. Zhang often sought assistance from Zhu Likun in solving land use problems.

Zhu Likun said: “At that time, I summarized that first, its scale was large and it needed more construction land indicators. Second, they occupied a lot of cultivated land, some of which were basic farmland, so it was also very difficult.”

The documentary mentioned that in response to these difficulties, Zhu Likun had his own methods. After accepting Mr. Zhang’s request, he actively provided services, and repeatedly went to the project site to help and guide the revision of the project plan.

Qin Rui, a staff member of Guizhou Provincial Commission for Discipline Inspection and Supervision, introduced in the documentary: “Moreover, Zhu Likun also called on leaders from cities’ land and resources bureaus to prioritize this real estate project after the allocation of construction land indicators. At the same time, whenever the project’s land approval was reported to the Provincial Land and Resources Department, Zhu Likun required subordinates to give it a green light.”

With Zhu Likun’s strong support, the project proceeded smoothly. Mr. Zhang promised to “reward” Zhu Likun many times. However, Zhu Likun was very careful when collecting money, so Mr. Zhang never found a suitable opportunity until he repeatedly instructed his successor Mr. Li to properly thank Zhu Likun.

Qin Rui said: “At the beginning of 2017, Zhu Likun learned that there was an underground commercial channel construction project in Baiyun District. Considering that this project had national preferential policies and was not in the field of land resources, he called on Yuan Yangmingui (who has been investigated separately) to help his son undertake this project.”
