Official disclosure: Li Pengxin, who once worked as an official at the deputy provincial level in Qinghai Province before he was removed from his position, was charged with continuous bribery during his term in three provinces.

On January 9, 2025, the Baoji Intermediate People’s Court in Shaanxi Province conducted the first trial of the bribery case against Li Pengxin, the former deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee. According to the WeChat official account “Baoji Court”.

The People’s Court of Baoji, Shaanxi Province, prosecuted Li Pengxin, the former deputy secretary of the Party Committee of the Xinjiang Uygur Autonomous Region, on charges of bribery in public court on January 9th.

According to the WeChat official account “Baoji Court”, the Baoji People’s Procuratorate accused that from 1999 to 2023, Li Pengxin, the defendant, used his position as the deputy secretary of the prefecture-level city of Haixi蒙古族 Tibetan Autonomous Prefecture in Qinghai Province, the secretary of the Geermu City, the secretary of the Haixi蒙古族 Tibetan Autonomous Prefecture, the member of the Standing Committee of the Political Bureau of the CPC Qinghai Province Committee, the member of the Standing Committee of the CPC Inner Mongolia Autonomous Region Committee, and the deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee and other positions, as well as the convenience brought by his power or status to provide assistance to relevant units and individuals in matters such as mineral development, business operation and cadre appointment, and directly or through others accepted bribes totaling more than RMB 822 million from these units and individuals. The procuratorial organs requested to investigate Li Pengxin’s criminal responsibility for bribery.

During the trial, the procuratorial organs presented relevant evidence, and Li Pengxin and his defense counsel conducted cross-examination. Both sides fully expressed their opinions under the presidency of the court. Li Pengxin made his final statement and expressed his regret and认罪悔罪。Finally, the court announced that it would take a break and announce its judgment at a later date.

Compared with the information previously disclosed by procuratorial organs, Li Pengxin was also accused of accepting bribes while serving as a sub-provincial level official in Qinghai Province after leaving Xinjiang.

Li Pengxin is a male member of Han ethnicity born in December 1960 in Shenchi county in Shanxi Province. He joined the Communist Party in September 1984 and began work in December 1977. He holds a graduate degree from the Central Party School’s legal theory program and has studied at the Central Party School for graduate studies.

Li Pengxin worked for a long time in Qinghai Province in his early career, serving as secretary of the Provincial Youth League Committee and holding positions such as deputy secretary of Haixi蒙古族 Tibetan Autonomous Prefecture and secretary of Geermu City. In 2005, he became a member of the Standing Committee of Qinghai Provincial Party Committee and served as secretary of Provincial Commission for Political Law Education and Training simultaneously. In 2011, he was transferred to serve as a member of Inner Mongolia Autonomous Region Party Committee for organizational work. In 2016, he was transferred to serve as deputy secretary of Xinjiang Uygur Autonomous Region Party Committee and served concurrently as secretary of regional education committee and secretary of regional party committee. In January 2022, it was announced that Li Pengxin had been transferred out of the region by Xinjiang Uygur Autonomous Region People’s Congress Standing Committee announcement.

In December 2023, the Central Commission for Discipline Inspection and Supervision announced that Li Pengxin was suspected of serious disciplinary violations and was under investigation for disciplinary violations. The announcement also stated that Li Pengxin lost his ideals and信念, abandoned his original intention and mission, cultivated personal forces and engaged in seven types of misconducts including political disloyalty and corruption practices with government officials. He violated discipline rules by accepting gifts and entertainment from private enterprises without permission from central authorities and engaged in illegal activities such as selling positions within political organizations or organizations that have power over political affairs such as bureaucracies while participating in local politics as a party member; furthermore not revealing relevant issues when informed to explain discrepancies by relevant parties including tax agencies etc.. By engaging in various financial crimes including financial malpractices that abuse personal influence such as control over local businesses and taking advantage of official power for private interests while illegally accepting equity holdings or other financial transactions involving large amounts of money such as stocks or shares from others who seek political favors from him through illegal means such as corruption activities including breaking financial barriers or pollution against nature (also called wealth protection crimes). Furthermore unprofessional work behaviors like irresponsible oversight such as serving illegally through social networking platforms while ignoring job responsibilities also have been reported in media channels with more details still needed to be disclosed during this case investigation process which is ongoing at present time..
