On the afternoon of January 18th, the Third Session of the 16th People’s Congress of Shanghai closed at the Expo Center. The “real” and “practical” approach has become a hallmark of how representatives effectively fulfill their duties.
“The most prominent impression of this People’s Congress is its authenticity. The government work report is very genuine, and the people clearly feel the gains, without any回避of the difficulties and challenges encountered in work.” Lin Shichun, a member of the Shanghai People’s Congress and Chairman of Shanghai Zhiduo Interactive Entertainment Technology Co., Ltd., told Bloomberg News. He brought two written proposals to this year’s Shanghai People’s Congress: one is about the change in talent cultivation and education methods in the era of artificial intelligence, and the other is about increasing the issuance of consumer vouchers and boosting consumer activity.
“Participating in the two sessions is not only a process of earnestly fulfilling duties, but also a process of gaining knowledge.” Lin Shichun said that representatives were encouraged to speak their minds during group discussions. In his group, Wang Xiaoqiu, the secretary of the Party Committee and chairman of SAIC, led the discussion on the difficulties and reforms encountered by SAIC, which resonated with other representatives. The group discussion was very genuine and active, and participants felt they had gained a lot and fulfilled their duties with high quality.
“When I first became a representative, I was not very familiar with the reports of the two courts (the Report of the Shanghai High Court and the Report of the Shanghai People’s Procuratorate), and I was concerned that my suggestions were not professional. Now, I find that the two court reports include a lot of analysis and cases, which are much easier to understand.” said Jin Jing, a member of the Shanghai People’s Congress, part-time vice chairman of the Shanghai Disabled Persons’ Federation, and vice chairman of the Putuo District Disabled Persons’ Federation.
Over the four-day agenda, there were constant collisions and dense information exchanges. Pan Xichen, a member of the People’s Congress from China Telecom Shanghai Company’s Government Affairs VIP Department and deputy secretary of the Shanghai Jing’an District Committee of the China Construction Council, was very focused on managing the issuance of Shanghai consumer vouchers. She proposed several suggestions: First, for voucher redemption, strict real-name management can be implemented, similar to theater ticket or concert ticket redemption. If necessary, it can refer to the UnionPay Cloud Flash Payment method to ensure that voucher ownership corresponds to bank card real-name information, so that voucher receivers and consumers are the same person; second, in terms of usage, a “barcode verification” method with rolling refresh or “automatic deduction” at the time of payment can be adopted to prevent screenshots of voucher codes from being sold again; third, for determining whether the voucher is redeemed within Shanghai, the location information within the past 15 or 7 days and historical consumption records can be used as supplementary references; lastly, it is crucial to strengthen supervision on platforms such as second-hand platforms, as their indulgence has led to a surge in voucher reselling. Managing these trading platforms can effectively limit “ticket scalpers” and maintain market fairness.
As an important part of China’s strategic plan in developing an eco-green integrated development demonstration zone in the Yangtze River Delta, Jinze Town in Qingpu District is an important area for implementation. On January 18th, Fang Zhijian, a member of the Shanghai People’s Congress and secretary of the Party Committee of Jinze Town in Qingpu District told Bloomberg News that with Huawei’s entry into Jinze Town and the start of construction for Phase II of Xiceng Science and Technology Innovation Park, Jinze Town has entered a critical period of development opportunities. By 2025, according to municipal and district plans, Jinze Town will focus on serving Huawei’s Liushu Lake R&D center operations with one-stop services such as talent services, innovation incubation, and enterprise landing. “As a local government, we need to follow up with corresponding service guarantees including transportation, education, healthcare, as well as catering, accommodation, and singles apartments to ensure efficient operation of Huawei’s Liushu Lake R&D center,” said Fang Zhijian.
Tong Liping, a member of the Shanghai People’s Congress is very concerned about elevator renewal and reconstruction in urban renewal. She proposed speeding up the detection and evaluation process for old residential elevators, increasing budget investment for safety assessments of old elevators, and achieving the goal of “evaluating all that need to be evaluated” as soon as possible to ensure the safety of elevators currently in use while also laying a foundation for accelerating old elevator renewal. Tong Liping also mentioned improving the cost review and payment process for residential special maintenance funds to alleviate the financial pressure on elevator renewal projects.
